The evolution of global financial threats and the tightening of international regulatory frameworks now require a profound transformation of monitoring and vigilance systems. For banks, financial institutions, and African states, strategic or multisector monitoring alone, while useful for understanding various contexts, is no longer sufficient to guarantee robust protection against the infiltration of illicit financial flows.
